Migrate the Drone build workflow to Gitea Actions.

  • Removes .drone.yml
  • Adds .gitea/workflows/build.yml

Pipeline: checkout (recursive submodules) -> Hugo 0.87.0 build -> SCP deploy (push to master only) -> Telegram notification.

Required repo secrets: SSH_USERNAME, SSH_PASSWORD, SSH_PORT, TELEGRAM_TO, TELEGRAM_TOKEN.
